It was resolved on the 8th November, 1897, at Saintfield, 
that each member of the Institution should be requested to pay 
the sum of Sixpence per annum towards the Orphan Fund. 

District Officers and others are requested to have this small 
amount collected Yearly.

ANNUAL REPORT OF THE 



In the absence of the Grand Master, the chair was occupied by 
Bro. Hugh Bell, d.g.m., and the vice-chair by Bro. Alex. H. 
Gordon, d.l., d.m. No. 5. 

The Grand Lodge was opened with prayer by Bro. Rev. L. A. 
Pooler, g.c, and a portion of Scripture was read by the same 
brother. 

The minutes of the half-yearly meeting held at Donaghadee on 
Thursday, 8th November, 1900, were read and confirmed. 

Apologies were received and accepted from Bros. Lord Arthur 
Hill, g.m., William Johnston, m.p., g.s., Revs. Canon Duke, d.d., 
d.g.c, John M'Cracken, d.g.c, E. C. Fife, d.g.c, H. R. Wilson,

Reference was made to the lamented death of our beloved 
Queen, Victoria, on the 22nd January, 1901, and the Grand Secretary 
reported that a vote of condolence had been drawn up and forwarded 
by the Grand Master to the proper quarter. 

Bro. John Stuart, d.m. No. 4, proposed, Bro. John M'Comish, 
d.d.m. No. 7 seconded, and it was resolved : 

That the Address to His Majesty King Edward and the reply be recorded 
on the minutes.

May it please your Majesty, — 

The Orangemen of the County Down, many thousands in number, 
desire to express their deep sorrow at the loss sustained by your Majesty and 
the empire in the death of their late Sovereign Queen Victoria, whose noble 
character and love for her people endeared her Majesty to the nation and all 
its colonies and dependencies. * 

The Orangemen of Down, at the same time, humbly beg to assure your 
Majesty of their unalterable devotion to your Majesty's person and throne, and 
their loyal determination to uphold the Constitution and the Crown. 
Earnestly praying that the blessing of Almighty God may ever rest upon your 
Majesty, and that your Majesty's reign may be long and prosperous,

My Lord, — I am commanded by the King to convey to your Lordship 
hereby His Majesty's thanks for the loyal and dutiful message of the Orangemen 
of County Down, expressing sympathy on the occasion of the lamented death 
of Her late Majesty Queen Victoria, and congratulation on His Majesty's 
accession to the Throne.

The renewal of Warrant of l.o.l. 582, in the name of Bro. John 
Ferris, w.m., was approved of. 

Orphans James Moore and Sarah Moore, children of the late 
Bro. William Moore, of l.o.l. 1908, No. 4 District, were recommended 
for the Enniskillen Orphan Fund. 

Bro. John Stuart, convener of the committee appointed to 
confer with the Grand Lodge of Belfast as to l.o.l. 1115, 
read the following : 

Clifton Street Orange Hall, 

5th December, 1900. 

Dear Sir and Brother, — Please excuse my not answering your letter 
sooner, as it was mislaid among some of my papers, and only this morning 
did I see it. 

You need not think of a sub-committee of this Lodge meeting you in 
connexion with Saintheld Lodge, as I brought this matter up before the 
brethren on two occasions, and they are determined that the resolution of the 
Grand Lodge of Ireland must be carried out. 

Now this Lodge think they can defeat the Grand Lodge of Ireland, also 
Grand Orange Lodge of Belfast, but they are mistaken, as under no circum- 
stances will they allow this Lodge to try and ride roughshod over them. 

If they had wanted to remain under the Grand Orange Lodge of County 
Down, they should have done what the other Lodges did, and asked to be 
transferred, and no one would have objected. This they would not do.

Resolved, on the motion of Bro. Rev. L. A. Pooler, g.c, and 
seconded by Bro. Robert Brown, g.t. : 

That this Grand Lodge is of opinion that l.o.l. 1115 should be transferred 
from Belfast Grand Lodge to Saintheld District No. 5, County Down ; and that 
the members of 1115 be requested to prepare a memorial presenting their 
case for removal, get it signed by the District and County Officers, and 
forward it to the G.L.I. 

David and Margaret Copeland, children of the late Bro. William 
Copeland, of l.o.l. 70, No. 8 District, were recommended for the 
Enniskillen Orphan Fund. 

No. 9 District notified that Bro. Rev. William Weir Miskimmon 
had been appointed District Chaplain, which was approved of.

L.O.L. 255, District 10, for the second time made application 
for permission to assume the title of " Guiding Star of Donoughmore." 
For the same reasons as influenced the members in November, 
1900, the application was refused. 

Herbert Beattie, son of the late Bro. George Beattie, of l.o.l. 
2015, District No. 13, was recommended for the Enniskillen Orphan 
Fund. 

L.O.L. 695, District No. 14, was directed not to issue certificates 
for members of l.o.l. 2008, the warrant of which was cancelled, as 
no Lodge had a right to do so except the District Lodge. 

The title of " Cleland's Royal Standard Temperance," for l.o.l. 
769, District No. 14, was approved of. 

The D.G.S. was directed to communicate with the holder of the 
warrant of 1216, No. 16 District, with a view to have the Lodge 
restarted. 

Subscriptions for the Enniskillen Orphan Fund were received

The following resolutions were unanimously adopted : — 

Bro. J. Alex. M'Connell, d.g.s., proposed, and Bro. John 
M'Comish, d.d.m. No. 7, seconded : 

That the sum of £5 be paid to the Enniskillen Orphan Fund out of the 
funds of the Grand Lodge, in order to endow the Grand Treasurer's office with 
a permanent vote. 

Bro. Major J. N. Blackwood-Price, d.l., d.d.m. No. 5, proposed, 

and Bro. W. Orr, m.cc, seconded : 

That the definite and public repudiation by the Sovereign of these realms 
of the distinctive doctrines of Rome is rendered absolutely necessary by the 
political claims of the Papacy, which continue to be as intolerant and as destruc- 
tive of civil freedom as in the Middle Ages. Those claims are as inconsistent 
with the principles of civil and religious liberty at the present day just as much 
as Avhen the Stuarts occupied the throne ; and when the English people refused 
any longer to submit to the exactions of a foreign ecclesiastical power, which in 
the name of religion sought, as it still seeks, to interfere with every department 
of political, social, and domestic life. This meeting of the Grand Orange Lodge 
of Down, representing 10,000 Orangemen, therefore deprecates the opening 
afresh of civil strife, which is involved in any attempt to alter the Bill of Rights 
and the Act of Settlement, before a direct appeal has been made to the country 
on this fundamental question of national policy. 



COUNTY DOWN GRAND ORANGE LODGE. 



Bro. James Crozier, d.s. No. 8, moved, and Bro. Joseph 

Robinson, m.c.c, seconded : 

That this meeting desires to place on record its appreciation of the valuable 
services of our Bro., William Johnston, to the cause of Protestantism, and for 
his regular attendance and ever watchful care in the House of Commons. For 
years past he has been the only member to oppose the insidious designs of Rome, 
as witnessed by the blocking every year of the so-called Roman Catholic Dis- 
abilities Bill. This meeting considers that other Protestant members should 
support Bro. Johnston, and exercise a similar watchfulness, and be prepared to 
vole against any Ministry which exhibits weakness on Protestant questions. 

Bro. John Stuart, d.m. No. 4, and Bro. William Orr, m.c.c, 

moved and seconded respectively : 

That this meeting of County Down Orangemen condemns the recent action 
of the Duke of Norfolk in taking advantage of the hospitality of the kingdom 
of Italy to advocate the restoration of the temporal power of the Pope, and to 
call attention to the fact that the Duke, in the true spirit of Popery, desires to 
deprive Protestants in Rome of the liberty which, on his own admission, is con- 
ceded to the Papists in this country, thus emphasising the lessons of history, 
which show conclusively that the claims of Rome are inconsistent at once with 
the just prerogatives of rulers and with the rights of nations. 

Bro. John Forsythe, d.g.t., proposed, and Bro. William Orr, 
m.c.c, seconded, the following, of which notice had been given at 
the last meeting in Donaghadee : 

That, inasmuch as Rule 60 makes it compulsory that each member of the 
County Grand Lodge shall pay an Annual Subscription of not less than 2s 6d to 
the County Grand Treasurer, and, being of opinion that the members should 
not be mulcted in too many subscriptions, it is resolved that the cost of luncheon 
for each subscribing member at the half-yearly meetings shall be paid out of 
the funds of the Grand Lodge.

9th May, 1901, were read and confirmed.

Replies were read from Lord Salisbury, the Right Hon. A. J.

m.p., acknowledging the receipt of the Resolutions which were passed 
at the May meeting. 

The warrant of l.o.l. 1075, No. 1 District, was ordered to 
be cancelled. 

Renewal of warrant of 247, No. 1 District, in name of Bro. 
William Bell, w.M., was approved of, as also was the renewal of 
warrant No. 861, No. 1 District, in the name of Bro. Alexander 
M'Neill, w.M. 

Orphan John Nicholson, son of the late Bro. Robert Nicholson, 
of l.o.l. 258, No. 1 District, was recommended for Enniskillen 
Orphan Fund. 

No. 1 District forwarded the following resolution : 

That this District Lodge strongly recommends the claims of the Widow of 
the late Bro. Rev. K. Oswald to the sympathy and consideration of the County 
Grand Lodge of Down, and respectfully urges upon the Orangemen of Down to 
come to her assistance in the financial difficulties she is now placed in by the 
death of our late Brother. 

A resolution to the same effect was received from No. 3 District, 
of which Bro. Oswald had been Master.

m.p., g.s., seconded, and it was resolved : 

That the claims of the Widow and Family of our late Bro. Rev. Robert 
Oswald are deserving of the support of the Orangemen of Down and elsewhere ; 
and that the District Officers are requested to place the matter before the 
District Lodges for the purpose of raising a fund on their behalf. 

Bro. Alex. H. Gordon, d.m. No. 5, moved, and Bro. John 
Forsythe, d.m. No. 14, seconded : 

That a circular containing the resolution of No. 1 District be issued and 
forwarded to the Secretaries of District Lodges. 

Proposed by Bro. William Johnston, m.p., g.s., and seconded 
by Bro. John Stuart, d.m. No. 4 : 

That the sum of five pounds be paid out of the Grand Lodge funds, as a 
subscription to the fund about to be raised for the late Bro. Oswald's family. 

Bro. John Forsythe, d.g.t., was appointed Hon. Treasurer of 
the Oswald Fund. 

The title of " Stuart's Volunteers " was approved of for l.o.l. 
872, No. 4 District. 

The following petition was submitted by l.o.l. 1115, No. 5 
District, and, on the motion of Bro. Robert Brown, g.t., seconded 
by Bro. R. A. Waddell, m.g.c, recommended to the Grand Lodge 
of Ireland for approval : 

From Private l.o.l. 1115, No. 5 District, Saintfield, County Down. 

To the Right Honourable and Worshipful Master, Deputies, and Brethren 

of the Grand l.o.l. of Ireland. 

We, the Master and members of above private L.O.L., humbly submit to 
you a very serious (to us) grievance which we have been labouring under for 
some time, from which we humbly pray you to deliver us. We have been 
charged with setting at defiance Grand Lodge ruling re 1115 l.o.l. Now, 
most Worshipful Master and brethren, we submit that there is not one word or 
shadow of truth in such statement. As soon as we heard that the edict had 
gone forth from the G.l. of Ireland that Belfast Grand Lodge had power to take 
under its wings any private lodge, or number of private lodges sitting inside 
the Borough, we at once struck our tent, and went over the border in freeland. 
We went to where our lodge came from, namely, Castlereagh. We never held 
our lodge meeting inside the Belfast boundary. We appeal to Bro. Alderman 
Hugh Bell and Bro. John Forsythe, T.c, to prove the truth of our statement ; 
both these brethren are members of County Down Grand Lodge, and live in 
Castlereagh. The District Master and Deputy Master of Saintheld District 
No. 5 (Bros. Alexander H. Gordon, D.L., and Major J. N. Blackwood-Price, 
D.L. ), are prepared to show that we are keepers of law and order, and so far as 
we know we have broken none. Now, most Worshipful Grand Master and 
brethren, we trust you will put matters right with us. We are County Down 
brethren, and have none, nor do we want any connexion with Belfast Grand 
Lodge, save as brethren all over.

This petition bore the names of the Officers of No. 5 District, 
together with the seal of the Lodge. The d.g.m. signed it on behalf 
of the County Down Grand Lodge. 

Eight members of the Institution signed an application for a 
new Warrant for a Lodge, to be called " The Cranfield Single Star 
l.o.l.," to work under the jurisdiction of No. 6 District, which was 
approved of. 

Renewal of Warrant No. 58, District No. 7, in the name of Bro. 
John Grafton, w.m., was approved of. 

Bye-laws, and the title of " Moira Yeomanry Total Abstinence 
l.o.l.," were confirmed for Lodge 71, District No. 8. 

The application that Rachael Neill and George Neill, children 
of the late Bro. John Neill, of l.o.l. 62, No. 8 District, be placed on 
the Enniskillen Orphan Fund list, was recommended after con- 
siderable discussion. The d.g.s. pointed out that l.o.l. 62 had 
already one orphan receiving benefit, and that l.o.l. 237 of the same 
district had also one orphan elected. No. 62 had never subscribed 
to the Orphan Fund, and the District was not doing its duty 
in the collection of subscriptions. He therefore moved the rejection 
of the application on these grounds, and for the purpose of stirring 
the District Officers to do their duty, and to see that where 
money was given to orphans, subscriptions were sent to assist 
the Society. 

The d.g.s. reported that he had written in May and November 
to Rev. R. F. Bluett, formerly w.m. of l.o.l. 1216, No. 16 District, 
and had not been favoured with a reply. 

Bro. William Johnston, m.p., g.s., proposed, Bro. John Stuart, 
d.m. No. 4, seconded : 

That the Warrant of l.o.l. 1216 be cancelled, and that application be made 
by registered letter to Rev. Bluett for the Warrant. 

The members of this District attended specially to ask that 
assistance be rendered in order that a demonstration be held in 
Rostrevor on 12th July, 1902. The Nationalists had taken com- 
plete possession of the village, and it was considered desirable to 
assert the rights of Protestants.

d.m. No. 9, seconded, and it was resolved : 

That a meeting be held in Rostrevor on the 12th July, 1902, and that the 
various District Lodges are requested to render every assistance in order to 
make the demonstration a great success.

Instructions were given to have the statement printed and 
circulated, with a hope that the Lodges will awake to their duty, 
and pay at least sixpence for each member on the roll. Some of the 
brethren were in favour of making it compulsory that sixpence 
should be paid for every member. After consideration, it was con- 
sidered wiser to leave the matter to the honour of the brethren. It 
was reported that the County was second on the list with £116 10s 
4d contributed in the year 1900, and yet there were 179 Lodges that 
had not contributed one penny. Surely the honour of their County 
should waken up Masters of these Lodges, and make them strive in 
future to place Down a long way ahead of all other counties in the 
contributions to the Enniskillen Orphan Fund.

A petition against the establishment of a Roman Catholic 
University in Ireland was signed by those present, and directed to 
be forwarded to the proper quarter. 

Proposed by Br. Wm. Johnston, m.p., g.s., seconded by Br. R. 
A. Waddell, m.g.c, and resolved : 

That, in the opinion of the members of the County Down Grand Orange 
Lodge, the undue voting power now allotted to Ireland is unwarranted by the 
relative population, taxation, or number of voters in each constituency ; and 
that this grave injustice to other portions of the United Kingdom is greatly 
aggravated by the fact that the number of voters claiming to be illiterate, thus 
destroying for them the protection of the ballot, is out of all proportion in 
Ireland, and is clearly due to the tyranny exercised by the Roman Catholic 
priesthood for political purposes and for the aggrandisement of the hierarchy. 
The Roman Catholic clergy, as coinpulsorily unmarried persons, stand com- 
pletely detached from the interests both of family life and of the British 
Empire, and by being prepared to barter the solid vote of the Romanists to 
either political party in turn have too long dominated the Parliament of Great 
Britain, to the advantage of the Papacy, and to the complete sacrifice and utter 
prejudice of the best interests of the nation, so as to constitute a very serious 
and urgent menace to the permanence of civil and religious liberty in this 
country. The attempt to discredit Parliamentary government by baffling all 
honest attempts at impartial legislation, and by the wanton creation of 
artificial disorder so as to render the closure inevitable, is part and parcel of a 
concerted attack on the free institutions of this country. This standing 
menace to the cause of freedom ought to be promptly met by forthwith placing 
all parts of the United Kingdom on precisely the same footing as regards 
Parliamentary representation.
